Many homebuyers have been sitting on the fence for months just waiting for the right sign to go buy a home. The news is mainly bad with falling home prices, rising home foreclosures and new stimulus programs at every turn. Even the pundits seem unable to agree on market timing. Congress passed The American Recovery and Reinvestment Act of 2009 which helps first time homebuyers with a refundable tax credit up to $8,000. If you have not owned a home as your primary residence for the last 3 years, you are considered a first time homebuyer. Home purchases between April 8, 2008 and December 1, 2009 qualify for the credit. Although homebuyers need to have a minimum of 3.5% saved for the down payment, the Federal Housing Authority has monetized the tax credit so homebuyers can use the $8,000 for interest rate buy downs and other closing costs and fees.

Here in Georgia, Governor Purdue signed a $1,800 tax credit into law for any homebuyer purchasing a home between June 1, 2009 and November 30, 2009. Only homes on the market before May 11, 2009 and are still for sale or in default on or before March 1, 2009 or already foreclosed and held by a bank or mortgage company are eligible for the tax credit. This credit does not affect the Federal Tax credit.

In May, The Atlanta Journal Constitution ran a story about the slowing pace of the decline in home prices in Atlanta. The Case-Shiller report shows Atlanta home prices are down 21% from the market peak in 2007. But the good news is that the average closed price for single family homes was $191,803 in April which was a $10,000 increase over March. For the first time since 2005, April home sales exceeded March home sales.

The large number of foreclosures has brought down the value of many neighborhoods and the Georgia Tax Credit is designed to help move these properties out of the inventory as quickly as possible. Eugene James, Division Director for Metro Study in Atlanta, says, the number of foreclosed listings are 13% of the total, which is lower than this time last year. These are good signs.

Home prices in Atlanta rose steadily over the last several years, but were not excessive. Therefore, while our 21% home price decline seems awful, cities like Los Angeles with a 40% decline and Las Vegas with a 50% decline have a much tougher road ahead. My personal opinion on this is that if you purchase in a high market with low rates theres no where to go from there. Your interest rate is low and so it doesnt make sense to refinance and so you are stuck with that huge principal balance. However, if you buy a residence in the midst of a low housing market with a high mortgage rate then your principal balance is low and you can refinance when the interest rates go down. Your interest rate can change; your principal balance doesnt unless you modify your loan. Normally your principal balance is a constant and your interest rate is a variable.

The greatest cost you will have with your residence is always your note and the next highest cost normally is your assessment. The great news is that a low housing market allows for a reduced assessment which means lower property taxes.
